    [By statute this oversight belongs to a subcommittee of the GWDC a majority of whose members represent business and industry]
    • Coordinate the development, implementation, and evaluation of the statewide education and employment transitions system under section 124D.46.
    • Review the provision of services and the use of funds and resources for Carl D. Perkins Vocational and Applied Technology Education Act, School to Work Opportunities Act, Adult Education Act, others?
    • Develop program guidelines and recommend grant approval procedures for grants under the education and employment transitions system

  5. Education to Employment Committee Activities
    In order to encourage systemic change in preparation for the world of work and involvement of local workforce councils in this change effort, the chair proposes that the following activities be undertaken:
    • Survey local workforce councils to determine how they are addressing the needs of youth and new entrants to the workforce
    • Survey local workforce councils to determine their outreach efforts to schools and local employers to address youth issues
    • Establish a reporting structure under which each local workforce council will analyze and report on at least one youth program, in existence or recently discontinued, to determine:
      • its target audience
      • how it provides meaningful access to career and labor market information
      • how it provides access to appropriate technology
      • how it provides personal and professional guidance (toward personally rewarding employment opportunities)
      • how it promotes academic, technical and employability skills from the early grades through graduation
      • how it connects to the state’s graduation standards and other skill standards
      • how it links schools and workforce centers
      • how it enhances personal and community development
      • the program’s perceived success or, if discontinued, why.

  6. Next meeting/Regular Meeting Schedule
    It was suggested at the last meeting that Friday mornings are a good meeting time for most members. The fourth Friday of each month from 9:00 to 11:00 a.m. is suggested for a recurring meeting schedule.
