Call to Order, Welcome and Introductions:
The meeting was called to order by Wayne DeBruin, Chair of the Workforce Development Sub-committee. Mr. DeBruin welcomed the committee members and reviewed the minutes from our last meeting which set the agenda for this meeting to review employment and training programs.

Identifying efficiencies and recommendations for consolidation, elimination or enhancement of programs:
Bonnie Elsey distributed an updated list of the employment and training programs. Bonnie also informed the committee that the Deputies of the Governor's Mini-Cabinet for Workforce Development are reviewing the programs in detail in relationship to the Governor's framework for workforce development. After considerable discussion on veterans programs, it was questioned if the committee should be engaged in this activity since the Deputies were looking at this in much more detail. It was agreed upon to table this activity until a report from the Deputies group is available.

Redefining Role:
Considerable discussion occurred surrounding the role for the sub-committee. It was agreed upon to explore "Best Practices" in local workforce development. Representative Jim Rostberg invited the committee to look at East Central Minnesota Workforce Partnership.

Setting Agenda for Next Meeting:
The next sub-committee meeting was scheduled to meet with the Executive Committee of East Central Minnesota Workforce Partnership at 7:30 p.m. November 8, 1999 and with the full committee at 7:00 a.m. November 9, 1999.
