Senator Rosen has a long history of involvement in agriculture with a particular interest in the soil sciences and livestock management. She graduated with a Bachelor of Science degree from Colorado State University, one of the top agriculture schools in the country. Senator Rosen was one of four females at that time majoring in agronomy at Colorado State.
After graduation, Senator Rosen was one of the first women to be hired by Elanco as an agricultural marketing representative for agricultural chemicals. She traveled extensively throughout the country and lived in North Dakota, Montana and Utah. Later in her career, Senator Rosen went to work for American Hoechst Corporation in the agricultural marketing area and moved to Mankato, Minnesota as part of her new job responsibilities.
As a State Senator, Senator Rosen is working hard for economic development for Greater Minnesota. She is a member of three Senate committees that are key to the future of agriculture and rural development: Agriculture, General Legislation and Veteran Affairs; Environment and Agriculture Budget Division and Jobs, Housing and Community Development. Her legislative assignments are in tune with her beliefs in the need for more effective state policies and program which support all forms of agriculture and encourage the economic development of Minnesota.
Senator Rosen is deeply involved in establishing the Governor's Jobs Opportunity Building Zones, also known as the JOBZ initiative. The program will set up tax-free enterprise zones in qualified areas of Greater Minnesota. Local governments would be able to apply to have a zone designated in their area. This legislation will help rural Minnesota keep and attract business.
In an effort to strengthen rural economic development, Senator Rosen has authored legislation that will provide incentives to Minnesota landowners to develop and use wind energy. This legislation champions the cause of wind energy, which is a clean renewable energy, by assisting producers with their investment in wind energy.
In 2003, Senator Rosen carried a number of bills on the behalf of the Department of Agriculture. She has been appointed to serve on the Governor's Workforce Development Council and the Governor's Bioscience Council to help further economic development in the state. Senator Rosen authored legislation to provide incentives for the development of on farm biogas systems, as well as funds for trunk Hwy #14 reconstruction. After only one year in the Senate, Senator Rosen is fulfilling her promise to be a strong voice for Rural Minnesota.
